Minimum Requirements
Key performance areas: A.WSP/ATR and Sector Skills Planning Administration and Data-related Activities •Providing research expertise within the Research Unit; •Collating documents and disseminate existing research outcomes; •Providing support to ongoing research in terms of skills development; •Assisting in conducting research on trends and patterns in the submissions of WSP/ATRs; •Producing research concept papers and topics relevant to divisions; •Monitoring and updating WSP/ATR templates; •Identifying research needs/initiatives informed by analysis of sector needs; •Supporting the Senior Research Specialist by providing research data and information; •Analyse and compile HTFV (Scarce) and Skills Gaps (Critical Skills) lists and use that to revise the guides; •Update and manage research databases from WSP/ATRs and SSP processes; •Develop, monitor and maintain research databases relating to SSP processes; •Liaise with and handle research related queries from the organisations in the ETDP sector; •Managing and monitoring research projects; •Prepare and conduct presentations on research, SSP and WSP/ATRs. B.Design and develop Job title mapping to Occupational codes •Developing and updating the ETD sector OFO codes; •Analysing the framework and concepts of the OFO codes to new and existing occupations; • Facilitating against the OFO guidelines to various working groups; •Train employers on the concepts related to identifying the skills levels and skills specializations in occupations. C.Attendance of workshops, seminars and training sessions •Liaising with the ETD sector Professional bodies and associations to update the sector OFO codes on the national list with DHET; •Coordinate and collate data from ETD Constituencies for the purpose of OFO Codes review processes; •Arrange and facilitate OFO Focus group sessions; •Educate the sector on the bi-annual versions of OFO codes approved and updated by DHET; •Attend all OFO related training session planned by DHET; •Submit and present change requests of OFO Codes from Constituencies to the Department of Higher Education and Training (DHET); •Attend and present at all SETA Chamber meetings. D. Administration •Publish a revised consolidated and updated list of OFO codes specifically for the ETD sector; •Ensure that the OFO codes are updated on the ETD WSP/ATR specifications and submission templates; •Provide assistance to organisations in the understanding, compilation and submission of WSP/ATRs including OFO Codes; • Developing of term of references for researchers; •Coordinating research service providers and conducting field visits relating to research projects; •Prepare research and status including closure reports for all research projects; •Prepare submissions of research projects for payments; •Any other administrative duties as assigned by the supervisor. Minimum Requirements: •A Postgraduate Degree in Social Science. A Masters Degree in Social Science will serve as an added advantage; •Minimum 4 years’ experience as a Researcher; •Good understanding of research methodologies and research best practices; • Knowledge of programme and project management; •Knowledge of the National Qualifications Framework and a good understanding of the objectives of the Skills Development Act; •Good understanding of all Legislation pertaining directly/indirectly to the Skills Development Act and understanding the skills development processes; •Good written and verbal communication skills; •Good coordination and prioritisation skills; •Research related training; •Ability to plan and organise work and to work on own initiative; •Proven record of developing research reports; •Computer skills (MS Office Packages) and the ability to work with data and •A valid driver’s license: Personal Attributes • Good communication, facilitation, presentation and report writing skills; •Good interpersonal skills and conflict resolution skills; •Ability to work under pressure; •Ability to communicate processes effectively and adhere to timeframes and specific deadlines; and •Team work.

RESEARCH OFFICER Salary: R 550 610. 00 - R 644 320. 00 per annum (Total Cost to Company) Job Purpose: To efficiently and accurately assist and support in identifying ETDP sector skills development training needs and initiatives in the sector through the process of coordinating and collating data from Workplace Skills Plans (WSP) and the Annual Training Reports (ATR), resulting in the compilation of a meaningful Hard-To-Fill-Vacancy (HTFV), Skills Gaps and Sectoral Priority Occupations and Intervention (PIVOTAL) lists especially for sector skills planning. To also assist in identifying internal and external research needs and disseminate ongoing research data and reports to the staff of the SETA and appointed researchers for the purpose of informing SSP updates and research initiatives. The successful applicant will be based at the ETDP SETA office located in Johannesburg and will report directly to the Senior Research Specialist and will also develop a strong relationship with internal staff and Constituencies.
